The RFQ should tell suppliers which source paths are acceptable and which require disclosure or approval. “Tested” is not a useful RFQ requirement without method, revision, sampling, acceptance, reporting, and responsibility. State whether screening is part of the governing product requirement, incoming authentication, electrical verification, reliability screening, radiation testing, or a program-specific plan.
Define:
- governing specification, standard, drawing, and revision;
- applicable base and method documents;
- laboratory qualification or accreditation and scope;
- lot definition and sample plan;
- reference data and known-good comparison basis;
- sequence, acceptance criteria, anomalies, and stop rules;
- destructive sample disposition and usable quantity;
- report content, raw data, images, and record retention;

Date code alone does not establish authenticity, shelf life, or acceptability. Use it with lot identity, packaging, storage, construction, process, specification, and program requirements. Define whether mixed lots or date codes are allowed and whether the quoted quantity must remain within one homogeneous lot.
For legacy material, ask about storage environment, seal condition, desiccant and humidity indication where applicable, lead finish, corrosion, solderability history, repacking, and any bake or rework. Preserve the parent-lot relationship when samples are removed or reels are split.
Package and finish differences can change assembly and reliability even when the electrical device type appears correct. Require the supplier to quote deviations explicitly. “Equivalent package” should go to engineering and quality review, not be accepted by procurement from a description match.
Resolve Export and End-Use Review Before Commitment

Start transaction review before accepting a non-cancelable commitment. Gather the actual item and classification inputs, manufacturer, origin where known, destination, end user, end use, consignee, intermediate parties, program, and technical data needed to quote, inspect, test, or support it.
Keep export classification separate from quality classification. A QML or radiation attribute does not by itself determine export requirements. Conversely, a commercial item may still require end-use, end-user, sanctions, or destination review.
